The diminution of the rhythm of the economic activity is reflected in an evident slowing down of the creation of employment in Spain. The numbers obtained with the Survey of Active Population of the National Institute of Statistics, one of the best indicators to follow the evolution of the labour market. This way in the first trimester of 2008 the variation of annual rate of employment decreased to 1,7 %, half less than in the same period of the previous year. According to this tendency, it is observed that the net creation of jobs continues, however in a very moderate and declining rhythm. The destruction of jobs in the sector of construction is notable. It presented a negative interannual variation for the first time in the last years.

The information of the national accounting of the first trimester of 2008 coincide with the results of the Survey of Active Population. This way, the number of full- time jobs has increased of 1,7 % in relation to the first trimester of 2007 and in the construction there has been noted a reduction of 1,1 %. The numbers of affiliation in the Social security also are concordant in the deceleration of the creation of employment, contributing solidity to this vision.

In fact, during the first trimester the number of occupied decreased to 74.600 persons, according to the estimations of the Survey of Active Population, which along with those who lost their jobs in the previous trimester will sum 108.200 in the last six months. This has owed mainly to seasonal factors, but it illustrates the deterioration in the labour market. The destruction of occupation in the first trimester of 2008 concentrated on the sectors of services and construction. The biggest number of jobs that were eliminated corresponded to the sector of services, with additional 77.500 of unemployed individuals. The situation in the sector of construction was close to the one in the sector of construction, with additional 73.200 of unemployed persons. Nevertheless in relative terms the biggest loss produced in the sector of construction, with 2,7 % and a tendency of growth.

In the last Barometer realized by Psicotec, which includes the first semester of 2008, we also observed the tendency to the deceleration in this sector, both in the loss of jobs and in a minor aptitude to generate new job offers. This way, in this semester, the rate of Interannual Variation of the volume of generated offers decreased to 69,3 %, half more than in the same period of 2007. The fact that made this sector pass from being the third most dynamic activity to the ninth position of the ranking of generation of employment.

All this information is telling us about a process of changes on the labour market of construction that, logically, affects different types of profiles demanded for this sector. To be more specific, we can speak about the evolution of the profile of a Manager of Works:

  • What was demanded earlier:
  •         Technical qualification.
  •         Related experience.
  •         National geographical mobility.
  •         Capacities:
                           Planning and organization.
                           Negotiation.
                           Orientation towards results.
                           Leadership.
                           Problems solution.
  • What is demanded now and will be demanded in the following years:
  •         Technical qualifications.
  •         Related experience.
  •          International geographical mobility.
  •         Capacities:
                           Capacity of adaptation.
                           Intellectual sensibility.
                           Planning and organization.
                           Negotiation.
                           Orientation towards results.
                           Leadership.
                           Problems solution.
  • Languages.

It seems to be clear that with the increase of the volume of works realized in the exterior, there is an increasing need of professionals who could contribute international geographical mobility. The fact of assuming the works management outside the borders of Spain, imply the residence of the professional in those countries where the project is being developed. Therefore, there are requested professionals who are flexible and open- minded, with aptitude to become a part of very diverse social and labour environments, where they also must assume functions of a leader. This is the reason why it is so important that they could adapt and interpret diverse cultures and lifestyles that are different from the conceived one in Spain. The comprehension of other ways of thinking will facilitate the human management.

And the last aspect to consider is connected with a requirement of a second language or the possibility of learning rapidly in the country of destination that will favour the integration of the professional in the new emplacement.

Finally, and as a conclusion, from now on and each time with more frequency, we must speak about the demand of profiles of international character with respective personal and professional capacities.
